This study examines the development ideology and practice as it evolved during the Niger irrigation project between the 1920s and 1960s. it describes the connection between practice, policy, and ideology—specifically between the practices of settlers, the farming and marketing policies, and French social evolutionist theory. Chapters describe neomercantilism, social welfare, the recruitment of settlers, poverty, farming and marketing, and farmer resistance. Van Beusekom teaches history at Trinity College.
