Hypothétiquement, il est nécessaire aux Etats, surtout envoie de développement, d'adopter le système monocaméral dans cette fin de la première décennie du XXIe siècle où les Etats semblent être inefficaces à cause de la crise financière, où la démocratie est décriée puisqu'elle est en état de crise, où la bonne gouvernance est la condition du développement. Dans le contexte international actuel, quelles sont les spécificités théoriques du monocaméralisme ? Quels avantages les Etats qui ont opté pour ce système monocaméral perçoivent-ils ? Celui-ci n'est-il pas un modèle pour la démocratie et l'unité nationale? Quels liens y'a-t-il entre le monocaméralisme et la bonne gouvernance ? Comment le monocaméralisme peut-il être favorable à la bonne gouvernance des Etats surtout ceux qui sont menacés par le sous-développement ? Ceux qui rejettent catégoriquement le bicaméralisme au nom des constituants modernes estiment que celui-ci ne répond pas aux réalités politiques, économiques, financières et démocratiques que le monde connait aujourd'hui. Pour eux, l'institution d'une seconde chambre est probablement inutile car elle retarde l'action législative ou y fait obstacle.
