It covers the information from 115 physical contacts with the Pleiadians as written down by Billy in his contact notes. Randolph Winters is a well known authority on the Pleiadian UFO case surrounding Billy Meier. He made 2 trips to Switzerland to interview Meier about his 115 contacts with ET's from the Pleiades.
